DB Awards more long-term contracts for digital control and safety technology

Deutsche Bahn (DB) has signed a long-term volume contract with four companies in the rail industry for the supply and installation of digital control and safety technology.

The framework agreement, valued at 6.3 billion euros, includes digital interlocking technology (DSTW), the European Train Control System (ETCS), and integrated control and operating systems.

The contract involves MerMec Deutschland, Hitachi Rail GTS Deutschland, Alstom, and Siemens Mobility in partnership with Leonhard Weiss. Under the agreement, DB has committed to procuring 15,500 control units by the end of 2028, with implementation extending until 2032. The first orders, worth several million euros, are expected in spring 2025.

The framework contract establishes predefined procurement volumes, allowing suppliers to plan investments, build capacity, and implement standardized platform solutions. DB has committed to a fixed number of call-off orders throughout the contract term, while suppliers are required to maintain resources and adopt standardized technical interfaces.

The procurement model aims to reduce project lead times. Previously, the process of commissioning, planning, and installing control and safety technology typically spanned around eight years. The new approach is expected to shorten this timeline.

Alstom’s portion of the contract includes at least 1,890 control units, with an order value exceeding 600 million euros. The company will integrate digital interlocking and control technology compliant with ETCS standards. Orders will be placed in multiple phases between 2025 and 2028, with completion scheduled by 2032.

Hitachi Rail’s participation in the framework agreement covers digital interlocking systems, ETCS signaling, and an integrated control and operating system. As a contract holder, the company will be eligible for future digital rail projects in Germany.

Siemens Mobility, working with Leonhard Weiss, and MerMec Deutschland will also supply and install control and safety technology as part of the framework.

The agreement is intended to streamline procurement and implementation processes, replacing the previous system of multiple individual contracts for separate projects. The model may be applied to other areas in DB’s infrastructure modernization efforts.
