Vietnam is moving forward with its first high-speed rail projects after VinSpeed and Siemens Mobility signed a comprehensive cooperation agreement. Siemens is expected to act as technology partner for rolling stock, signalling and core rail systems.

Vietnamese investor VinSpeed and Siemens Mobility have signed a strategic partnership and framework agreement covering the development of high-speed rail in Vietnam. The cooperation positions Siemens Mobility as a technology partner, subject to future implementation contracts.

Siemens Mobility is expected to deliver Velaro Novo high-speed trains and integrate key rail systems, including ETCS Level 2 signalling with automatic train operation (ATO), electrification and telecommunications. The scope may also include long-term maintenance services to support system availability.

Initial projects include the Hà Nội – Quảng Ninh (Hạ Long) line (121 km, four stations) and the Bến Thành – Cần Giờ line (54 km, two stations). Both routes are planned to use European-standard signalling and electrification.

The Velaro Novo platform is designed for speeds of up to 350 km/h, with increased passenger capacity and lower energy consumption compared with earlier high-speed train generations. The trains are intended to operate on Vietnam’s varied terrain while meeting international safety and interoperability standards.

The planned deployment of ETCS Level 2 and ATO aligns Vietnam’s high-speed ambitions with global rail standards and is expected to reduce travel times and improve long-distance connectivity.

Siemens has been active in Vietnam since 1993, with offices in Hanoi, Da Nang and Ho Chi Minh City. The partnership with VinSpeed marks a potential long-term role for the company in Vietnam’s rail modernisation programme.
