Demand to separate DB InfraGo from DB Group

The German Monopolies Commission has called for the separation of DB InfraGo, the infrastructure division of Deutsche Bahn, from the DB Group in its main report "Wettbewerb 2024" (Competition 2024).

The Commission stated: "The current management and regulatory instruments are not sufficient to guarantee a high quality and reliable rail service." It also recommended that the level of track access charges and manager bonuses should be based on customer satisfaction and punctuality.

In addition, the Commission demanded that the management of DB InfraGo be more clearly separated from the other group entities. It stressed that the definition of the public interest should not be left to DB's supervisory board, but should be the responsibility of the Bundestag and Bundesrat.

According to the Commission, the infrastructure plan should contain a concrete five-year work programme and be linked to the performance and financing contract. The Commission is also calling for DB InfraGo to be as independent as possible in its organisation from the other companies in the group.

DB InfraGo is the infrastructure company of Deutsche Bahn AG. It was created on 27 December 2023 from the merger of DB Netz AG and DB Station&Service AG. With more than 61 000 employees, it is responsible for the approximately 33 400 kilometre long railway network, including all major facilities and 5 400 stations.
